Michael Pelcovits, who joined MiCRA in 2002, is an expert in regulation and antitrust, with particular expertise in the telecommunications industry. At MiCRA, Dr. Pelcovits has presented expert testimony and declarations before the FCC and several state regulatory commissions. He has also presented expert reports on telecommunications competition issues for private and government clients in the UK, Brazil, Singapore, and before the European Commission. From 1988 to 2002, Dr. Pelcovits was Vice President and Chief Economist at MCI Communications Corporation and then WorldCom, where he was responsible for directing economic analysis of regulatory and antitrust matters before federal, state, foreign, and international government agencies, legislative bodies, and courts. Before joining MCI, Dr. Pelcovits was a founding principal of the consulting firm of Cornel, Pelcovits and Brenner. The firm specialized in telecommunications, broadcasting, transportation, and antitrust economics. Dr. Pelcovits served in two government agencies. From 1979 to 1981, he was a Senior Staff Economist at the FCC. From 1978 to 1979, he served with the Civil Aeronautics Board, Bureau of International Aviation. During his career, Dr. Pelcovits has testified or appeared before over thirty state regulatory commissions, the Federal Communications Commission, the Office of Telecommunications (Oftel) of the UK government, the European Commission, the Ministry of Telecommunications of Japan, and the Civil Aeronautics Board. He has lectured widely at universities and published several articles on telecommunications regulation and international economics. |
